Get a driver’s licence for the first time

Available in-person only 

Visit a driver and vehicle office with:

  1. A completed form (copies also available at driver and vehicle offices).
  2. Proof of legal name, date of birth, and acceptable photo identification (birth certificate, passport, etc.)
  3. Proof of residency in Northwest Territories (utility bill, residential lease agreement, etc.)

Graduated Licence Program

Stage 1 - Learner Class 7

  • Must hold a Class 7 licence for 12 months suspension-free to be eligible to upgrade to Class 5P.
  • Will be suspended if the driver is convicted of impaired driving or accumulates six or more demerit points.
The driver must:
  • be at least 15-years-old.
  • be accompanied by a fully licensed driver who has a minimum of 24 months experience with a full Class 5 (not a 5P) licence.
  • not drive with passengers in the vehicle except one fully licensed passenger/instructor.
  • not drive between the hours of 11:00 p.m. and 6:00 a.m.


Stage 2 - Probationary Class 5P

  • Must hold a Class 5P licence for 12 months suspension-free to be eligible to upgrade to Class 5.
  • During the 12-month probationary stage, the licence cannot be upgraded to a commercial (Class 1, 2, 3, or 4) Licence.
  • The licence will be suspended if convicted of impaired driving or if driver accumulates six or more demerit points.
  • Once the driver has met the 12 month period suspension-free, they are eligible to upgrade their licence to a full Class 5 licence. This upgrade does not occur automatically and requires a visit to a driver and vehicle office.
The driver must:
  • must be at least 16-years-old.
  • must have completed the Class 7 learner stage without incurring any suspension.


Stage 3 - Full Class 5

  • Must hold a Class 5P licence for 12 months suspension-free to be eligible to upgrade to Class 5.
  • Driver must apply in-person to upgrade from Class 5P to Class 5 by visiting any driver and vehicle office.

  • 5-year new licence: $103.00 (seniors 60+: $51.00)
  • 3-year new licence: $79.00 (seniors 60+: $40.00)
  • 1-year new licence: $43.00  (seniors 60+: $22.00)
  • Replacement of lost, damaged, or stolen licence: $31.00  (seniors 60+: $16.00)
  • 5-year new licence: $103.00
