Get a driver’s licence for the first time
Available in-person only
Visit a driver and vehicle office with:
- A completed form (copies also available at driver and vehicle offices).
- Proof of legal name, date of birth, and acceptable photo identification (birth certificate, passport, etc.)
- Proof of residency in Northwest Territories (utility bill, residential lease agreement, etc.)

Graduated Licence Program
Stage 1 - Learner's Class 7
To obtain a Learner’s Licence you must:
- Be 15 years of age or older
- Pass a vision screening and a knowledge examination on the rules of the road
- Must hold a Learner’s licence (Class 7) for at least one year
- Must drive with a fully licensed driver (supervisor), who has a minimum of 24 months experience with a full Class 5 licence
- Must not drive between 11:00 p.m. - 6:00 a.m.
- Must not have any passengers other than the supervisor
- Must not accumulate 6 or more demerit points, which may result in the Registrar suspending driving privileges
- Driver and supervisor must maintain a zero blood alcohol concentration (BAC) level when the vehicle is in operation
- If learning to drive a motorcycle, you must be 15 years of age and are not permitted to drive between 11:00 p.m. - 6 a.m. You must be accompanied by a fully licensed (non-GDL probationary) driver who has a minimum of 24 months experience with a full Class 6 licence and is either seated on the motorcycle with you or is following you in or on another motor vehicle
Stage 2 - Probationary Class 5P or 6P
- Must hold a Class 5P or 6P licence for 12 months suspension-free to be eligible to upgrade to Class 5 or 6.
- During the 12-month probationary stage, the licence cannot be upgraded to a commercial (Class 1, 2, 3, or 4) Licence.
- The licence will be suspended if convicted of impaired driving or if driver accumulates six or more demerit points.
- Once the driver has met the 12 month period suspension-free, they are eligible to upgrade their licence to a full Class 5 or 6 licence. This upgrade does not occur automatically and requires a visit to a driver and vehicle office.

Stage 3 - Full Class 5 or 6
- Must hold a Class 5P or 6P licence for 12 months suspension-free to be eligible to upgrade to Class 5 or 6.
- Driver must apply in-person to upgrade from Class 5P or 6P to Class 5 or 6 by visiting any driver and vehicle office.
